College Republicans Constitution
Preamble
We, the College Republicans at the University of Arizona, in order to promote the ideas, values, and principles of the Republican Party, to aid in the election of Republican candidates at all levels of government; to develop political skills and leadership among Republican students as preparation for future service by them to promote conservative ideals and to better the community; do ordain and establish this Constitution for the College Republicans at the University of Arizona.
Article I: Name
1. The name of this organization shall be the College Republicans at the University of Arizona.
2. The organization named herein is an organization of the students, by the students, and for the students of the University of Arizona.
3. This organization shall be affiliated with the College Republican National Committee and the Arizona Federation of College Republicans.
Article II: Objective
1. Our primary objective is to uphold and advance the Republican cause by aiding in the election of Republican officials to local, state, and federal office.
2. We strive to promote awareness of and interest in the Republican Party at the University of Arizona.
Article III: Membership
1. Any student at the University of Arizona is eligible to be a General Member.
2. A General Member in good standing shall be defined as any member who is current on dues as set forth by Article III, section 5 and has attended at least two weekly meetings within the last six months. Any member may petition the President in writing to become a General Member in good standing. The President must present this petition to the Executive Board within ten days upon receipt for a vote. A majority vote is required from the Executive Board to declare the member a General Member in good standing. Any General Member in good standing may seek and hold elected office within the club.
3. Non-students may act as Associate Members, but may not vote or hold office.
4. All members must accept this Constitution.
5. All General and Associate Members shall pay dues of an amount deemed fair and appropriate by the Executive Board of the previous academic year.
6. All General and Associate Members must have a membership form on file with the Secretary.
7. Only General Members in good standing as defined by Article III, Section 2 shall be eligible to receive funds in payment or subsidy from the club treasury.
Article IV: Officers
1. The Executive Board shall be comprised of the President, Vice President, Treasurer, Secretary, Director of Membership, Director of Communications, Director of Social and Community Activities, and the Historian.
2. Any State Board Officer who is also a General Member of the College Republicans at the University of Arizona, and the immediate Past President of the College Republicans at the University of Arizona, shall act in a non-voting advisory position to the Executive Board.
Article V: Amendments to the Constitution and By-Laws
1. Any member may submit to the Executive Board any changes or amendments to this constitution and by-laws in writing.
2. The Executive Board, acting at the first meeting after being presented with changes or amendments to this constitution and by-laws, shall submit, with a 2/3 vote of approval, the proposed changes to a vote of the General Membership; this vote shall be held at a meeting of the General Membership, shall be preceded by no less than two weeks notice, and shall require a 2/3 vote by approval to pass any alteration or amendment to this Constitution and By-Laws.
Article VI: Not-For-Profit Statement
1. This is a Not-For-Profit organization.
Article VII: Statement of Non-discrimination
1. This organization shall not discriminate on the basis of age, color, ethnicity, gender, national origin, disability or handicap, race, religion, sexual orientation, or Vietnam Era veteran status. This policy will include, but is not limited to, recruiting, membership, organization activities, or opportunities to hold office.
Article VIII: Financial Obligations
1. Members will be encouraged to donate money for activities.
2. General Members shall pay dues for each academic year, as prescribed in Article III, Section 5 of this Constitution.
Article IX: Statement of Non-hazing
1. This organization shall not conspire to engage in hazing, participate in hazing, or commit any act that causes or is likely to cause bodily danger, physical harm, personal degradation, or disgrace; this organization shall not engage in any activity resulting in physical or mental harm to any fellow student or person attending the University of Arizona.
Article X: Statement of Compliance with Campus Regulations
1. This organization shall comply with all University and campus policies and regulations, as well as local, state, and federal laws.
By-Law I: The Duties of Officers

The President shall prepare an agenda for all meetings.

The President shall delegate authority.
The President shall appoint year-long positions as deemed necessary by the President. All such appointments must be confirmed by a majority vote of the Executive Board.

The Treasurer may be used as a club representative for appropriations at ASUA.
The Treasurer shall be responsible for financial planning pertaining to all activities.
The Treasurer shall handle all funds collected at club meetings and events.
The Treasurer shall not distribute money without the direct order of the President.

The Director of Communications shall sit on the Executive Board.
The Director of Communications shall report at every meeting of the General Membership and of the Executive Board as to any coverage received by this organization; this includes print, internet, radio, and television coverage.
The Director of Communications shall carry out any other duties deemed appropriate by the Executive Board.
Section VI: Director of Membership
The Duties of the Director of Membership are as follows:

The Director of Membership shall be responsible for updating the membership list necessary for the College Republican National Committee and for other purposes that the executive board may deem necessary. He shall have the power to delegate some of this responsibility to other members on the executive board if deemed necessary.
The Director of Membership shall pass the updated list onto the President, Vice President, and Treasurer at the end of his term, and if necessary, to the future Director of Membership.
The Director of Membership shall organize and coordinate the deployment and manning of the tabling events and the distribution of literature to effectively advertise the positions and activities of the organization.
The Director of Membership shall be responsible for all campus recruitment efforts.
The Director of Membership shall sit on the Executive Board.
The Director of Membership shall report at every meeting of the General Membership and of the Executive Board the current level of membership and the status of any recruitment efforts currently underway.
The Director of Membership shall carry out any other duties deemed appropriate by the Executive Board.

The Director of Social and Community Activities shall organize the design, ordering, and distribution of any club related items and paraphernalia authorized by the Executive Board.
The Director of Social and Community Activities shall sit on the Executive Board.
The Director of Social and Community Activities shall carry out any other duties deemed appropriate by the Executive Board.
Section VIII: Historian
The Director of Social and Community Activities shall, with the approval of the President or the Executive Board, organize any philanthropic or community service activities engaged in by the organization.
The Director of Social and Community Activities shall organize the design, ordering, and distribution of any club related items and paraphernalia authorized by the Executive Board.
The Director of Social and Community Activities shall sit on the Executive Board.
The Director of Social and Community Activities shall carry out any other duties deemed appropriate by the Executive Board.
Section VIII: Historian
The Duties of the Historian are as follows:
The Historian shall maintain an “electronic scrapbook” for the College Republicans. They shall be in charge of picture taking at all events and updating the social media accounts with these photos. If they cannot be present at an event, they shall delegate their duty to another member, other than the president of the vice president. At the end of the year the Historian shall be in charge of the presentation of achievements and activities done throughout the previous year and the other materials deemed necessary and appropriate. The Historian shall maintain the club’s website and social media accounts. The Historian shall work with other members of the Executive Board with electronic, web or computer related efforts. The Historian shall sit on the Executive Board. The Historian shall carry out any other duties deemed appropriate by the Executive Board.
Section IX Sergeant-at-Arms
The President may appoint at his/her discretion, with a simple majority consent of the Executive Board, a Sergeant at Arms.
The Sergeant-at-Arms shall serve until the end of the academic year.
A new Sergeant-at-Arms may be appointed by the President and confirmed by the Executive Board at any time deemed necessary.

The Sergeant-at-Arms Duties are as follows:
The Sergeant-at-Arms shall maintain and be responsible for the American Flag that is to be displayed at club events.The Sergeant-at-Arms shall ensure the Constitution is followed during meetings. The Sergeant-at-Arms shall be responsible for maintaining order during club events and meetings.
The Sergeant-at-Arms shall have the authority to enforce the Code of Conduct under By-Law VI.
The Sergeant-at-Arms shall administer the Oath of Office in accordance with By-Law III.
The Sergeant-at-Arms shall sit on the Executive board, ensuring the Constitution is followed and order is kept.

The President must give the general membership two weeks notice of a special election, which is to be carried out in the same manner as the regular elections described in Article VI, Sections 1 & 6 of this Constitution.
General Members, in the event that no candidate seeks or is elected to a particular office, may be appointed by a majority vote of the Executive Board to fill the open position, and, if accepting, shall assume the powers, duties, and responsibilities of the office to which they have been appointed until the next regular election for that office.

All members voting in the election for President, Vice President, and Treasurer must be members in good standing as defined by Article III for at least one month before the date of the election.
All officers, excluding the President and Vice President, are elected to a term of approximately one year, beginning on the date of their election, and ending on the date of the next election for that office.
The election of the President, Vice President, and Treasurer is to be called for on a date no earlier than the last Monday in March and no later than the first Monday in May; this date is to be determined by a majority vote of the Executive Board, and the current President must provide the General Membership of the club with at least two weeks notice of the upcoming election.
The President and Vice President will be sworn into office, in the manner prescribed in the By-laws of this organization, by the Sergeant At Arms at the first official club gathering after the election, and taking place no later than the last day of the spring semester; this marks the beginning of the President’s and Vice President’s terms in office, which are to last approximately one year in length. Should the Sergeant At Arms be unavailable on this date, he may appoint, as his replacement, any member of the Executive board who is available.
Candidates for all offices must submit a written declaration by way of hand, email, or fax of their candidacy for office to the President no less than 170 hours before the election is scheduled to be held; the President must distribute these declarations to the General Membership no less than 72 hours before the election is scheduled to be held. The President is to provide a written confirmation of the receipt of a candidate’s declaration by way of hand, email, or fax to that candidate. Failure of a candidate to declare in writing before the above deadline will result in their exclusion from the election; failure of the President to distribute the declarations to the General Membership before the above deadline will result in a weeklong postponement of the election.

7. No Executive Order may contradict, overrule, or overturn a decision of the current Executive Board.
8. Any Executive Order may be overturned by a 3/5 vote of the Executive Board.

BY-LAW V: Extent of Executive Privilege
All records, files, or documents compiled or created at the behest of the Executive Board or commissioned by Executive Order must be rendered to the President, Executive Board, or any Officer of the Executive Board when so ordered by vote of the Executive Board or by Executive Order.
No Officer of the Executive Board shall be compelled by vote of the Executive Board or by Executive Order to render to the President, Executive Board, or any other Officer of the Executive Board any personal records, files, or documents for any reason.
The President shall not be compelled by vote of the Executive Board to render to the Executive Board or any Officer thereof any personal records, files, or documents for any reason.
Upon vacating office, all outgoing Officers of the Executive Board shall be compelled to render to the incoming Officers of the Executive Board all records, files, and documents necessary for the successful completion of the duties of their office.
Upon the submission to the Executive Board of charges of impeachment against the President, the President shall be compelled to render to the Vice President all records, files, and documents necessary for the successful completion of all pending club business, as well as those otherwise necessary for the successful governance of the club.

BY-LAW VI: Code of Conduct
All officers of the Executive Board will be expected to carry out all of the duties of their office.
All officers of the Executive Board will be held responsible for all actions of their office.
All officers of the Executive Board are expected to abide by the decisions of the Executive Board, or else resign their positions.
All members are expected to respect and abide by the decisions of the Executive Board.
No member shall act in such a manner as to jeopardize the standing of the College Republicans in the eyes of the University of Arizona or the Arizona Board of Regents.
No member shall act in such a manner as to jeopardize the standing of the College Republicans in the eyes of the County, State or National Republican Party.
No member shall act in such a manner as to jeopardize the standing of the College Republicans in the eyes of any Local, State, or National Republican campaign for office.
All officers of the Executive Board shall have the authority to enforce this by-law upon the general membership at public events up to and including removal of any member from the event. All members shall respect and unconditionally abide by this constitution and by-laws.
All officers of the Executive Board will be held responsible for all actions of their office.
All officers of the Executive Board are expected to abide by the decisions of the Executive Board, or else resign their positions.
All members are expected to respect and abide by the decisions of the Executive Board.
No member shall act in such a manner as to jeopardize the standing of the College Republicans in the eyes of the University of Arizona or the Arizona Board of Regents.
No member shall act in such a manner as to jeopardize the standing of the College Republicans in the eyes of the County, State or National Republican Party.
No member shall act in such a manner as to jeopardize the standing of the College Republicans in the eyes of any Local, State, or National Republican campaign for office.
All officers of the Executive Board shall have the authority to enforce this by-law upon the general membership at public events up to and including removal of any member from the event. All members shall respect and unconditionally abide by this constitution and by-laws.
BY-LAW VII: Impeachment of Officers
Any member may submit to the President, in writing, an official complaint against any Officer of the Executive Board for any reason that the member deems appropriate.
Upon receipt of an official complaint, the President is compelled to present the complaint, word-for-word, in Executive Session, to the Executive Board.
The Executive Board shall then discuss the complaint for any period of time deemed necessary, and, at the conclusion of discussion, the President shall call for the two following votes.
The first vote of the Executive Board shall vote determine whether or not the officer who is the subject of the complaint is guilty of a violation of one or more sections of this Constitution or By-Laws. This vote shall require a majority decision for passage. Should this vote fail, the complaint shall be dismissed without merit and no further discussion or voting will be necessary. Should this vote pass, the complaint shall be deemed valid and reasonable, and a second vote shall be conducted.
The second vote of the Executive Board shall determine whether or not the complaint warrants impeachment and immediate removal from office. This vote shall require a 2/3 majority decision for passage. Should this vote fail, the Officer who is the subject of the complaint shall be censured for their Constitutional violations and shall retain their office, authority, and responsibilities. Should this vote pass, the officer shall be impeached, and shall be stripped of any office, authority, and responsibilities within the College Republicans at the University of Arizona.
An Impeached Officer shall retain their status as a General Member of the College Republicans at the University of Arizona.

The Executive Board shall then discuss the complaint for any period of time Constitution or By-Laws. This vote shall require a majority decision for passage. Should this vote fail, the complaint shall be dismissed without merit and no further discussion or voting will be necessary. Should this vote pass, the complaint shall be deemed valid and reasonable, and a second vote shall be conducted. This vote shall require a 2/3 majority decision for passage. Should this vote fail, the President shall be censured for Constitutional violations, but shall retain the office, authority, and responsibilities of the Presidency. Should this vote pass, the President shall be impeached, and shall be stripped of any office, authority, and responsibilities within the College Republicans at the University of Arizona. BY-LAW IX: Vacant Offices
Any time an Office becomes vacant, the Executive Board may appoint by majority vote, as an Interim Officer, any consenting General Member to fill the vacancy for a single term not to exceed 30 days.
Before the end of an Interim Officer’s 30-day term, the President is to call for an election in accordance with By-Law II, Sections 1, 5, and 6 of this Constitution and By-Laws.
If, for any reason, the Office of the President is vacated, the Vice President is to immediately act as President for the duration of the President’s term of office, and is to be sworn in officially as President by the most convenient Officer of the Executive Board at the soonest possible moment following the vacancy of the office.
Before the end of an Interim Officer’s 30-day term, the President is to call for an election in accordance with By-Law II, Sections 1, 5, and 6 of this Constitution and By-Laws.

All members in good standing shall be eligible to be delegates to the State Convention with the exception of those running for a State Board office. If the number of members willing to go to the Arizona State College Republican Convention is more than the number necessary to cast all of the University of Arizona’s delegate votes, the Executive Board shall by vote choose the delegates. All members not selected shall be considered alternates and encouraged to attend the State Convention.

Passage of a vote to suspend these By-Laws shall suspend only the By-Laws Section of this constitution, with the exception of this By-Law.
Suspension of the By-Laws shall have no effect on the Preamble, Articles, or Ratification of this Constitution.
The By-Laws shall not be suspended for a period of time exceeding 25 days.
This vote must be called for by the President, and must be passed by a unanimous vote of the Executive Board.

BY-LAW XV: Definition of Executive Session
A meeting of the Executive Board may, at any time, be called into Executive Session by a majority vote of the Executive Board.
Upon being called into Executive Session, only Officers of and Advisors to the Executive Board shall participate in, witness, or be permitted entry into the Executive Session.
Additional parties shall be admitted to the Executive Session only by a majority vote of the Executive Board.

This Constitution and By-Laws will be considered Ratified upon being signed by current President and Vice President of the College Republicans at the University of Arizona.
